Workflow notification attachment links/url/web_page

Hello,

Is there a simple way to make all attachment links in NotifDetailsPG open in a new window? From my understanding you will need to modify each workflow (wft) to specify a "target frame" for the item? Is this correct? Is there a profile so it would default for all worfklow types?
