Party Name (operating units) in Tax Regime Configuration Options - EBS R12

Dears

When defining a tax regime and assign a party to Tax Regime Configuration Options, the operating units did not appear on the party name LOV but the legal entities only appeared.

So, How can I appear the operating units as a party and why it doesn't appear?
