Database sessions hung with resmgr:cpu quantum wait event

We have noticed several database session hung with "resmgr:cpu quantum" wait event during regular database jobs.

The workaround at this time has been kill the session and re-start, mostly runs well after that.

We would like to identify the root cause why we are running into this wait event and fix it.

Have anyone ran into a similar issue that could shed some light?
