Tax Configuration Owner and Ledger LOV on Tax Setup - EBS R12

Dears,

While creating tax and choose the configuration owner, the LOV of configuration owner only contain Global Configuration Owner. So, Why this LOV doesn't contain the operating units or legal entities?.

And while creating tax account, the LOV of ledgers didn't contain all ledgers. So, how can I display all ledgers for this LOV?
