Is there any existing BSFN, in which routing can be done for the line which is not having a shipment

Is there any existing BSFN, in which routing can be done for the detail line which is not having a shipment number attached during row exit in the P4210 application?

Need a BSFN which can check the routing for the line when the row is exited in P4210 before the shipment number is created.
