Country Take with Unit Type Hours must have Start Day Hours?

Our Faculty have all take types of Days except for Jury Duty, which is Hours. For Jury Duty, Partial Days Option is Partial Hours. In an absence request, if Faculty select Jury Duty and calculate duration for a full day (do not select partial days), GPI will not be created for the take. GPI will only be generated for Hours takes if a value exists in Start Day Hours. Is this working as designed? They're not required to select Partial Days, the duration calculates correctly as 8 hours and the system does not generate errors/warnings (in ESS or AM Admin)
