PROMOTION Modifier Setup Question

Hi Team

i have a reuqirement to configure the below situation, how can i achieve this functionality.

Promotion:

-$100 DOLLARS INSTANT REBATE AND FREE ITEM # 13148212004 with the PURCHASE OF Item # 131MLCON48  AND Item # 131MLCON72

how can i configure this?

I can use the Promotional modifier and the modifier line level "Other Item Discount" however that only applies discount which gives the $-100 dollars but not the free item # 13148212004?
