Are COBRA employees counted towards Total/Full time/MEC Employee offer count?

I would like to know if Cobra employees (employees who are not full time but on Cobra) are counted towards Total employee count or Full time employee count or MEC Employee offer count?

We have one employee who is on Cobra for an ALE member (there are no full time employees for this ALE member in 2018), but he is not showing up in the counts for

Total employee count or Full time employee count or MEC Employee offer count.

In 'ALE Employer Transmittal Data' Page (ALE Monthly Data (tab)) , it 's not showing any counts in 'Part III ALE Member Monthly Counts' section (displays just blanks).
