ORA-28374 error after RMAN restore Oracle Database 12.1.0.2.0 to a new RAC

Background:

(a) It is a 2 nodes' RAC environment with 1 diskgroup in ASM (+DATA).

(b) Oracle database 12.1.0.2.0 Multi-tenant Database has 1 CDB + 244 PDBs.
(c) There are about 10337 schema users, 962 datafiles and 466 temp files  altogether.

(d) Transparent Data Encryption (TDE) is enabled in the source database for CDB and PDBs.  TDE wallet was opened by password file.
(e) Copied wallet from old RAC to new RAC (including 153 master keys and over 200 backup keys)

(f) RMAN restore database was performed on a new RAC using RMAN database backup. All datafiles were restored and all temp files were in place.
