online patching readiness question

Upgrading from 12.1.3 to 12.2 and following Guide E73540-05

I am at the Enable Online Patching step but it isn't clear to me which environment I should be selecting or patching.

I initially tried patch 27962989 for R12.2 compatible with R12.AD.C using the 12.2 fs1 run filesystem environment.

It said to run 'adop phase=apply patches=27962989' but that threw an error saying it couldn't find the driver in the fs_ne patch directory.

Now adop is new to me so I'm not sure if patches are supposed to be in a certain directory for this to work or if I should still be patching the 12.1.3 directory?
