IP 17 Siebel Tools install - Oracle Database XE error

I've had a working Siebel Tools 18.7 + DB2 Patches installation which I uninstalled completely and did a re-install of Siebel Tools 18.7 without DB2 patches.

While doing so, I got messages saying "tools installed successfully" but cannot find oracle 32 bit client.

Won't Siebel be installing the Oracle 32 bit client when installing Siebel Tools ?

Opatch lsinventory says 18.7 installed, but is there a way to verify if everything is alright with the install ? I want to make sure that the install is good because I need to start "repository Merge" using this install.
