Proper method for combining Tax Updates

We're thinking about combining tax updates this year.  A lot has changed with PUM and I was wanting to hear if anyone else is thinking about doing this or have done this with mid-year tax updates and how they are approaching this process.

1. Are you creating change packages out of the next few Images and holding them until later to apply with others individually

2.  If creating the change packages from separate Images, are you retaining the Change Assistant from the separate Images to apply individual tax updates

3. Are you waiting for the Image you want to use for the most recent tax update and combining tax updates from that Image
