Expense accrual on shipment

HI

Business scenario is as follows :

Business accrues provision at single unit rate upon shipment . Such transactions are in the nature of warranty, fixed inspection charges etc.

Is there any way one can create accounting based on shipment. Since accrual is based on shipment, it would have been great if cost elements stores this numbers and can be invoked only on shipment event.  Entry would debit expense and credit expense provision accrual account.

I'm not sure if SLA can manage such type of needs.
