Cross business group accessible project

Dear experts,

Is it possible in R12.2.6 EBS projects,to create a project which can be accessible across business groups? In our case each business group belongs to a country. We have 12 countries like that. We want to create one proj in one country (BG) and view it from all 11 countries as well.

Any feature like that to implement?

Our proejct is OPEX (indirect) proj type.
