How is data for the Announcements (megaphone icon) entered?

Can'r seem to find any help on how to use the Announcements (megaphone icon) feature that appears in the top right Program bar next to the Bookmarks icon.

Unifier Version 18+.  Naming it 'Announcements' makes searching for information difficult.  Can anyone help explain how to enter data that will show in it?
