WMS not Picking in the Ordered UOM and segregating across locator

Hi We have few items which are ordered in Pack . However the Primary UOM is EA. While picking Oracle (WMS) is not honoring the Ordered UOM and is breaking the Case Lot , allocating it across Locators in ea. eg 1 Pack = 25 Ea. Ordered Quantity 2 Pack . System is allocating 32 units in Locator1 and 18 units in Locator2. This is creating lot of confusion and inefficiency in the warehouse. We have currently Picking Rule with Sort Criteria = Earliest Receipt Date. Is there any Rules/Setups which can be setup not break the Pack while picking.
