Pre-Pick Release Custom Hook?

My organization does pick release from the standard pick release form (WSHFRREL).  Our inventory org is not WMS enabled.

Standard pick release functionality obviously has various checks it performs before doing the pick release and, if checks are failed, returns the user a warning message.  For example, if the sales order is on a hold that prevents picking and the user attempts to do pick release from the form with "Execute Now" button, user is given APP-WSH-231033 error message and told pick release ended in warning - "Check Shipping Exceptions Report".

Is there a custom hook of any kind that allows us to extend this functionality or that allows us to run custom code
