Using Ea and DOZ unit of measure for an item.

I am trying to setup an item with 2 UOM's.  We sell hats in multipacks and also singles, would like to stay away from creating 2 item numbers if possible.  What is the best way to accomplish this, I have read many notes and am not understanding the best way to accomplish this.
