Updatable PDF fluid state tax w4 form not saving withholding allowances

Hi,

We are in the process testing Tax update 19A (HCM 9.2 PT 8.55.14). For the end users, when they go to My payroll fluid --> Tax withholding --> change the withholding allowance and submit the PDF form, the message says its successfully updated, but in the database the values are not really updated. If we login as some power user, it saves. We tried all security options suggested, but the end users are having all the permission they need to update, but some reason the data is not getting saved. Any suggestions / feedback what might causing this issue?
