EBS 12.1.3 and 3rd Party Cookie Control

Has anyone come across a 3rd party product called Cookie Control, from a company called Civic?

We have had a problem where this product was upgraded to version 8.1 and the immediate result was that all access to the EBS 12.1.3 failed, with the error that the active page was no longer valid. Backing out the update solved the problem, but any advice on options for the Civic Cookie Control software would be useful
