How to change of HFM cluster to re-direct users?

Hi,

I have 2 clusters in HFM, for example cluster-1 and cluster-2.

Where, all users are connecting to cluster-2 by default, where I want to route them to cluster-1 while connecting to HFM Application - Please suggest

Workaround -

I have registered HFM Application with cluster-1, but still they are routing to cluster-2 only.
