Is there a way to allow asset transfers with an inactive project ID?

Is there a way to allow asset transfers with an active project ID? Currently anytime we want to transfer an asset that has an inactive project ID, we have to change the status of the project to open (active) before the transfer can occur. I have seen a few things in regards to using an "Enable Status Control" on the Project Costing Integration Installation Options and enabling the "Use Status Path" on the Project Type, but I can't figure out exactly how that would work.
