Composite Instanced failed - FileNotFoundException meta-inf-services.jar (No such file or directory)

An "unknown" error is showing up on our console where the number of Composite Instances that are being put into error by the minute.
Issue seems to be caused by: java.io.FileNotFoundException: /u02/oracle/config/domains/fusion_abc/servers/fusion_xyz_ms2/tmp/_WL_user/soa-infra/s1kb9/APP-INF/lib/meta-inf-services.jar (No such file or directory)

We thought of copying this jar from MS1 but then s1kb9 seem to be random-generated in tmp dir and is not identical dir in MS1, Hence we have restarted the Managed Server and resubmitted the failed instances which then worked fine..
