Promotional modifier linked to tax call

In R12.2.5 we have noticed that when a Promotional modifier is defined, 'Line Group Exists' and 'Additional Buy Products Exist for PRG' check boxes are enabled for Event Phase '30/All Lines Adjustment' automatically.

With the above promotional modifier setup, we have also noticed that during scheduling (via 'Schedule Orders' program) a tax call is made for all the lines multiple times. For example, if a sales order has 100 lines and only 10 lines are eligible for scheduling, tax call (to tax engine) is made 1000 times (10*100 lines in the entire order). This is degrading scheduling performance. This issue is not only for scheduling but also for mass cancellation. In another instance where there is no promotional modifier defined, scheduling and cancellations complete very fast.
