To Load a Data Definition in XML Publisher

I need to load a data definition in XML Publisher Administrator responsibility and when I click on the 'Create Data Definition' button the area where you load the Data Definition is missing.  I am in EBS 12.1.0.2. Does anyone know what might have happened with this functionality?
