Candidate Gateway Fluid- Missing prequalify eligible message

New CG-Fluid - PUM 17-27 Upgrade-

We are noticing a the message we receive in non Fluid (PUM 16)- once you answer the two Pre-Qualify questions correctly.   We received a confirmation page that was labeled PreQualify Results with message "You are eligible to apply for this Job" (see screen shot below) and in PUM 27 it doesn't show that message it just brings you to next step.   It only shows a page if you fail the questions.   

Is this how it works in the new FLUID CG?  Or is there setup we have missed?   Our demo environment has no prequalify questions setup.
