ACA Transmission History Reciept ID not editable

The ACA Transmission History Receipt ID field is non-editable for the Original rows after creating reissue rows. The only rows which are non-editable in my previous transmission history are those where the status is Corrected in Error. We submitted the originals and not the reissues by mistakes. We can do corrections instead of reissues. However, we need to post Receipt IDs for the original rows. I can SQL update the Receipt Ids and pull in the ACA Acknowledgement files but would like to know if this is supposed to happen.
