What is required to enable an employee the ability to ad-hoc and/or reassign a transaction to anothe

Boise State is on R13 and has configuration of the approval workflow task "ReqApproval" set to allow all participants to route task to other participants.    Yet an approver does not have ability to add an ad-hoc approver and/or reassign the transation to another employee.     What is required to provide this ability?     Thank you.
