ASM DG creation failing using ORACLE FD Driver on 18c and RHEL 7.6

I am trying to install 18c GI on a 2 node cluster. While running root.sh GI failed due to failure to create OCR Voting disk.

[root@srv1 ~]# ls -l /dev/sdl /dev/sdm /dev/sdn
