ECO revision level not updating while running P30510

Hello All,

I would like to understand what can be the reasons, ECO revision level is not updating properly when I run P30510 in Final mode.

For eg: When I run P30510 in final mode it generates the report which shows From revision level as 3 and to revision level is 2. Not sure why it is decreasing the Revision level.
