PA period close status - documented vs observed behavior?

Per the documentation, the period statuses are supposed to do this:

     Never Opened - no actions allowed, no new expenditure items created, no distribution, etc

     Future - expenditure items can be created, but not distributed

Observed behavior:

     Never Opened - expenditure items can be created but not distributed

     Future - expenditure items can be created, cost can be distributed, cost events created, the only limitation is that the actual cost isn't created in the GL

I have an SR going, and so far they have just confirmed what the documentation says.   I would like to know what others are seeing in real life.  I am on R12.2.5.  You can test by creating a future-dated item in Expenditure Batch Entry or through webADI.
