Has authorizing mass expense users been added as an enhancement to 9.2

The only reference I saw for Mass Authorization of Expense Users is was from 2015. Similar to Assigning Proxies. We need to assign five people the ability to enter expense for about 75 others. Doesthis still need to be done on a one by one basis using below Navigation?
