ICP Counter Party not showing in ICP Report

We are set to go live on Friday on HFM 11.1.2.4 but we have discovered a problem when running ICP reports. User's can only see the transaction for their own entities and not the counter party entry.

We do not have security on ICP only on Entity.

Any idea on how we can resolve this?
