PUM29 Action & Action Reason Type

PUM29 modified Action and Action Reason tables and pages to support Action Type and Action Reason Type attributes. I am not able to find any helpful documentation regarding purpose and functionality of this new field. Also didn't see this field being carried over to any other place like Job so wondering what is the desired use of these “type” fields on Action and Action Reason tables. The two drop down options available are Voluntary & Involuntary.  Also, does addition of these fields has any effect on other modules or places?(Version 9.2, PT 8.55.26)
