Is the pay period of the month in the Pay Calendar Table based on actual pay date or pay cycle endin

Is the pay period of the month in the Pay Calendar Table based on the number of actual pay dates or pay cycle ending dates?  An example, a month may have 3 pay cycle ending dates but only 2 actual pay dates in the month.  I want to confirm I am setting these up correctly.
