unable to start VNC on OEL 7.6 64-bit

Hi

We are using Oracle cloud IAAS. We followed this document to start vpn service on OEL 7.6 (64-bit):

Tried to start vnc under root, opc and oracle but do not see the service running:

[root@xxxxxdb ~]# systemctl status vncserver@:2.service

● vncserver@:2.service - Remote desktop service (VNC)

   Loaded: loaded (/etc/systemd/system/vncserver@:2.service; enabled; vendor preset: disabled)

   Active: inactive (dead) since Wed 2019-02-27 06:15:12 GMT; 2h 30min ago

  Process: 7408 ExecStop=/bin/sh -c /usr/bin/vncserver -kill %i > /dev/null 2>&1 || : (code=exited, status=0/SUCCESS)

  Process: 7351 ExecStart=/usr/sbin/runuser -l opc -c /usr/bin/vncserver %i (code=exited, status=0/SUCCESS)
