R08151 Failing

The R08151 failed right as it began.  The report did not load in its own Processing Options nor its Report Interconnect values.  Those values did not exist.  The R08150 ran without issue. The mandatory setup for ACA XML file generation has been setup.  Is there a step or a known issue that I'm missing?
