ESBC 4600 call forward all Cisco CUCM and CS2K- no audio

Hi I am facing an issue with Cisco CUCM and CS2K

Normal In-bound & out bound calls works fine

If CUCM invoke MTP then call forward works

If CUCM use no MTP (media to be anchored t the SBC) no audio

I have tested with 2 core realms one for inbound other for out bound, even tried routing egress call via alternate POP SBC, still same issue

We see firewall not passing RTP packets to SBC, show nat by-index  shwo unresolved latching media flow and do not see KEY src info of carrier IP

I do not see any MBCD errors, anyone has done this got any idea, I have a feeling SBC may be not anchor media properly which causes firewall to not to make a connection with SBC
