Country field value different in EX_SHEET_HDR & EX_SHEET_LINE records

While creating an ER, country field on the EX_SHEET_HDR gets stored with BUS_UNIT_TBL_EX Country value. Now, in the EX_SHEET_LINE same value gets stored, but if I change the location on the line, the country value doesnt get updated. I see that the country field in lien record belongs to VAT_LINE_SBR record. So, is there any relation between VAT set up while storing value in this field?
