How can I reverse an issue for a non-lot controlled item when the item was changed to lot controlled

An item was issued to a WO.  Later, that item was changed from "lot not required" to "lot required.".  If we try to reverse the issue we get the error Lot/Serial Must be Entered.  I would think the easiest fix would be to change the item back to "lot not required", perform the reversal, then change the item back to "lot required."  The concern is that the item may get issued to another WO during this change.  Are there any other ways to handle this?
