How to get a cost estimate in FIFO

What is the correct method to get the cost of a make item in a FIFO org before it has been built?  I understand that costing gets populated once an item is received from a PO or completed via WIP, but can you get to the expected cost based on the BOM and Routing for a make item?  We would like our users to check the setup for reasonable costing before they create a work order and start building new items.
