Backorder using WSH_DELIVERIES_PUB.DELIVERY_ACTION API

Hello Experts,

We are in EBS 12.2.4.. I am trying to perform fullback order on Sales Order using WSH_DELIVERIES_PUB.DELIVERY_ACTION API and facing issue.

The API works perfectly in majority of cases. However for few Sales Order, instead of backorder, it is performing Ship Confirmation as well as ITS . This is not replicable and happens intermittently.

I have attached the code here..

Any help on this will be highly appreciated.
