Position Search in Manger Self Service shows no results

In setting up the delivered Request Reporting Change Fluid transaction in Manger Self Service, I am finding that users with our current Manager role are not able to search on Position in the transaction. Not just their direct reports, but no results at all. Is this a case where Row Level security must be applied to allow the managers to search on Position data when they cannot have access to the page itself? If so where would that row level security be built? Query or someplace else?
