Scrolls on the time and labor pages

Hello,

I have been hearing from our administrative users on how difficult it has been with the inner scrolls on some of the time and labor pages. For example , see the below timesheet, there is a browser scroll, and then there is another inner scroll for the timesheet. Interestingly this does not show up for all employees.

Is there a way to remove or turn this off? Any preferred browser to get past these scrolls.
