EPBCS System Reports (Access Control) not show the latest user list

we are in EPBCS environment. After Delete users/Add users, they show in the provisioning Report correctly. But When we run the Access Control Report form Navigator->Monitor and Explorer->System Reports->Access Control, in the Available User list, user deleted still show. User new added not show. Which means the changes not reflect here. This is not time issue, because it's a few weeks already and the user list still not updated.

I googled online and found a temporary solution that I export the Security through the Migration tool and Imported the Security snapshot again. Then the user list updated. But this is not we expected.
