EMCC 13.3 recommendation patches

Hi, we have recently updated our EMCC 13.2 to 13.3. According to Doc ID 2476468.1 (Enterprise Manager 13.3 Master Bundle Patch List(Includes Plugins: 13.3.1) ) we have all necessary patches installed. We are patching in offline-modus and have downloaded the latest em_catalog.zip. But in our patch recommendations list already installed patches are still displayed as a recommendation and actual patches from January 2019 are not displayed as recommendation. What can we do?
