ODA Increase Core Count Question on ODAVP

My company has an ODA X4-2 and we are looking into increasing our core count.

We are on software version 12.1.2.4.0

# oakcli show version

Version

-------

12.1.2.4.0

I have read, and re-read, Doc Id 1447093.1, which shows that we apply the license key/file using:

/opt/oracle/oak/bin/oakcli apply core_config_key /key_file_location/core_key_filename

However, when I run oakcli apply -h, no information is shown about this command:

# oakcli apply -h

Usage:  oakcli <command> <object> [<options>]

        commands: show|locate|deploy|update|validate|manage|unpack|copy|configure|modify|create|delete|resize|upgrade|import|start|stop|clone|stordiag|test|orachk|migrate
