Customer Set Process

I have an order placed by a customer.  I record the Sold To / Ship To accounts as normal.  There is a customer set setup for the combination. 

- What is the process for getting the values in the customer set to send a shipment to a deliver to address in the customer set?  The deliver to address is to perform a process on the goods to be delivered.

- When the deliver to has completed what they have to do, how do I then get the order to ultimately be delivered to the customer (ship to)?
