How to set up a new PC BU

Hi --

I was trying to set up a new PC BU in PS 9.2.  The new PC BU is EM0.  I had also put "EM0" as Default SetID and clicked "Create FS BU" button and then clicked "save" in Project Costing Definition.  But, I am now stuck.  I cannot search for EM0 on Project Costing Definition page, it says it is an invalid value.  I cannot add a new value for EM0 saying the value you have tried to add already exists.  I ran a query for this table and I can see EM0 there and setup appears to be the
