CREATING NEW TAXES UNDER TAX CONFIGURATION

in Payables and Cash Management - EBS (MOSC) Question

Oracle r12. I need to setup a new tax (type) in the Tax Manager's Tax Configuration. I have tried but it will not calculate tax on an invoice in Payables. Unfortunately, the last time this was done in our original integration onto Oracle in 1999 and that manager has retired. We had one similar setup but it was disabled in 2016.

Here is what I need done: Setup a tax rate code: SD4.5SALES6.5%DUE. This needs to calculate 4.5% sales tax but it needs to show up on our reports directing the tax group to calculate/pay an additional 2% use tax.
